For the palm, he probably used a Switch Layer (grouped with the arm).
For the glow and ice, the effects were surely grouped with the stick and the character to follow their moves and playing with Opacity.
I like a lot the fact that the lights in the tree are glowing at diffrent moment according the color, like it is often the case!

You can even do 360-degree rotation, but the fewer intermediate frames there are, the rougher the animation will be. For example:

The face expressions is a switch layer inside each head angle switch layer. That is, nested.
Mouth sound positions is just expressions too. Lipsync is handmade, not very neatly. Eye movement is a simple XY position animation. Closed, wide open, half open and default eyes is a switch layers again.
All movements of the body, head and limbs are made using skeletal animation. Like this:
