I have installed the Synfig 1.2.2
I tried to drag and drop the layer from one level to another, but it failed and suddenly quit the program without any errors.

You didn’t tell us which OS you use.
I suppose it is MacOSX, in this case it is a known limitation
If it is not MacOSX, you can still apply the recommandation from these posts
