Hi, as announced here, Windows build are able to be compiled again 
But some display bugs are present.
If you don’t want to wait for the next builds, here are a few steps you can follow to make it work:
- Download SynfigStudio-1.3.11-pre4-64bit-4b7e5.zip and unzip it on your system
- Move all the files in \share\pixmaps\ into \share\pixmaps\synfigstudio\
- Replace the content of synfigstudio.bat with:
set SYNFIG_ROOT=%~dp0
cd %SYNFIG_ROOT
start “” “%SYNFIG_ROOT%\bin\synfigstudio.exe”
- Edit \share\gtk-3.0\settings.ini and replace its content with
[Settings]
gtk-theme-name=Adwaita
gtk-icon-theme-name=Adwaita
gtk-cursor-theme-name=Adwaita
gtk-button-images=1
gtk-xft-antialias=1
gtk-xft-rgba = rgb
gtk-font-name = Sans 8
- Run Synfig with synfigstudio.bat
