Trying to understand export value

Been using this page to figure it out. My first obstacle is that I have no idea where the library is… I tried going to the top menu, in windows, then clicking on library, but nothing appears

Usually, the Library panel is at the bottom of the window, in a tab.

Click here:

And… ta-dah:

If you want, you can move the panel somewhere else, by dragging and dropping the icon tab or by right-clicking on the tab and choosing “Undock panel”.
