Bones are still in dev and actual status can be found in the dev version, an old and experimental version of the bones are shipped with the stable version.

Synfig is well “connected” … web site , forums , rss , twiter , facebook, and google plus … all links are in the front page of the website.
Note that the web site, forums and google plus are the most up to date.
Note that you may need to enable experimental features in option settings to be able to create Skeleton layers. You probably want to use the development version also, since building the skeleton is so much easier in it.
