Completely new to this. Had never heard of synfig until today. Can synfig be used to create an interactive web page? I know that Adobe flash player can interpret it but does it work as an interactive interface?

Synfig is an animation program to produce just animations. Since flash is not supported by synfig (in the current state of development) you cannot create flash content with it to reuse it into an interactive way.
You can create animated gif files anyway.

You could also generate a series of still frames and animate them with a 3rd party application such as FFMPEG to generate a flash video .FLV file. But it would be non-interactive.
