Here’s a rain bg animation with two types of rains + clouds. Made with gradients. If loading project is slow: zoom out and lower preview resolution. Also you can set scene at lower resolution while testing and increase resolution during final output. Use and edit as you wish in your own project. Made in Synfig 1.5.3.

Nice, I always wanted to make a bunch of templates for common weather effects (rain, snow). Works a bit slow probably because Noise gradient is still running on the old engine.
