No, it’s a bug in the native gif renderer in Synfig. Dooglus looked at it a long time ago and implemented a fix using Imagemagick++ calls instead, but that doesn’t help windows compiles, as we can’t compile ImagMagick++ with MSYS.
It’s not you, it’s a known bug.
