The tint effect I mean
Is there any way to do that effect in Synfig Studio?

Filter:
Layer > New layer > Filters > Color Correct > Hue adjust parameter
Play around with Hue adjust until you get desired effect for layers below the filter.

Tint entire scene:
Canvas > Properties > Gamma Correction
Play around with the Red Green Blue values to tint the entire scene.

Two layers masking:
You can also create a colored rectangle layer above the object that needs a tint.
Then change blend method for the colored rectangle layer to > “Onto” in parameters. Adjust opacity in rectangle layer parameter if needed.
