Improved Skeleton Distortion? - Concept/Suggestion

I was messing around with the skeleton deformation layer and found that it can be very inefficient at times. Is there a possible way, there could be an updated system that allows you to choose an array of layers to be affected by a specific bone.

This would make things a lot easier than putting all your effected bones in a group with the deformation layer, and would make things look cleaner.

It would also be extremely helpful to have a weight painting feature for deformation bones, as the current circle method is very finicky and ends up looking weird and messy.
