I am following the Synfig tutorials on ‘wiki synfig org.’ But it seems that tutorial is for an older version. The layout and symbols sometimes vary. I am on Synfig 1.3.14. Nevertheless I manage to follow it by figuring out. And now I am stuck with the ‘Library panel’. I cant find it at all despite all the effort. Can someone please tell me where do I find it . without it I don’t think i can go further.

You can put it on focus via menu Windows > Library.
But, by default, it’s located in the same dock of Timetrack, a tab under the work area.
Thanks got it. Different versions got it in different places.
