Ok, I’m planning to make a set of buttons for my website that pop up and are clickable, linking to different pages. Can I do this with Synfig?

You could certainly use Synfig to design and render the artwork (e.g. buttons in pressed and unpressed states), however the mechanics of making the buttons do anything would have to be handled through other means (html editors, java, etc…).
