If I ask piti yandee or mauroz for permission and get a yes who is going to be the one responsible for managing this project?

As you came up with the idea and no one else seems to be jumping in for the project manager part I suggest you try to do it yourself. At least try to get together a team and either keep the management role yourself or find someone else to do it.

What I don’t think will work is come up with an idea like this and then expect other people to jump at the idea and start doing the work for you. People have project of their own they want to do, why should they join yours? It’s up to you to figure out and to enthuse people enough so they will join you.

It will be hard work coming for you but if you have a good project you might succeed.
