[SOLVED] Different framerates in one animation

[Solution: Stroboscope Layer can edit framerates by layer]
I usually use 24fps for my animations, but I really like what happens with the noise distort tool when I drop the rate to 12 for fire animations. I’d like to change the frame rate of five layers(candle flames) to 12fps and lock their framerate their so I can still render the entire gif at 24fps.

tldr: Can I set framerates by layer?
